(a) The governing body of a municipality, by ordinance, may alter prima facie speed limits as authorized by this subchapter. (b-1) The commissioners court of a county may, by order entered in its minutes, declare a lower speed limit of not less than 25 miles per hour on a county road or highway, including a road or highway in a county subdivision, in school crossing zones.
